Biography
Francis Scarpaleggia was first elected to the House of Commons in 2004 and has represented the people of Lac-Saint-Louis ever since. He is an experienced legislator inspired and informed by the close ties he maintains with his constituents.
Francis began his political career working with his predecessor, Clifford Lincoln, which gave him an early understanding of the workings of government. Francis has a practical and reasoned approach to politics that serves the interests of all Canadians.
A leader among his colleagues, Francis was chair of the National Liberal Caucus for over ten years. He has also served as a member of the House of Commons Transport committee and the committee on Government Operations and Budget Estimates.
Most recently, Francis chaired the House of Commons Committee on Environment and Sustainable Development. In this capacity, he presided over the review of legislation to modernize Canada’s law governing toxic chemicals.
Francis has made the protection of Canada’s water resources a priority, collaborating with leading water scientists and policy experts to craft a vision for the federal role in the management and protection of freshwater. He has introduced legislation to ban bulk-water exports and to establish a national flood forecasting strategy.
Francis holds degrees in economics from McGill University and Columbia University, as well as an MBA from Concordia University. He and his wife Jan live in Sainte-Anne-de-Bellevue and have two adult daughters.
